This is a program.And what this program does?It lets you to open the utx files(as long as i have seen)without decrypting them.So you open the file with this prog and you see all the textures in bmp format.You extract the file,edit with Photoshop save it as dds and you are ready!Why this prog is better in some things?Cause unreal ed and l2toolo cant open some utx files like gymarmor.utx etc.....
