First of all I can hardly understand you because of your english.

As I can understand, u need this effect?

So just take a look at admin panel, and effect menu, and take a look at its handler (check how does it work)

- its only animation (exactly what do u need)

I know how to do it manually with the admin panel but I want to add this effect on an armor so when someone gets it from the shop to be there automated sth like java code do I wont be need to make it by the admin panel,to make it as a special effect in the armor..

Well the effect ur asking for is AbnormalEffect.VITALITY.getMask();

you can take a look how it works at pack com.l2jserver.gameserver.network.serverpackets    file CharInfo.java
