First make it in unreal editor, make a custom .utx, encrypt it (l2encdec -e 121). In the html it's the same as other html's in your gameserver/data/html folder. Something like <img src="yourUtxName.YourTextureName"></img> (not sure, something like that)

1. Create Material Sequence with 512x512 or 512x256 or 256x256 or 256x128 or 128x128 128x64 or 64x64 or 64x32 or 32x32 or 32x16 or 16x8 or 8x8.

2. You have DXT3 files instead of DXT1.

3. You need to past in html code width and height whitch You have created Material Sequence, in other way client will cut it...

 

I have created animated graphic for html, so You will be able to create it too...But remember about rules :]
