Can you show me how to do this?

 

Soft brush, dublicate it, set it to Light mode or any other mode that would make it more lightfull.

Then either use a grunged brush, hold "shift" and smudge the burst on left and right side by sliding your mouse

or just use an effect which I don't rly remember how it's called and I'm too lazy to open PS atm.

So much thoughts and all wrong D: i do it all easier :D  duplicate layer with bevel, change the side of light to where it comes from, change the color, merge the layer and its effects with a null one and delete right and left side with soft brush :D  and for the light ray itself, well its much more easier :D 2 brushes, both with blending effect on light/screen (Blue color) one stretched on width for like 150% of its round size and second one that is like 10 times smaller stretched over the whole surface and then u just delete the sides with soft brush, because with motion blur it will not have the brightest middle point :)
