No, for WoW there's no such hack as far as i remember.

 

There was a cooldown hack for warcraft but it has been fixed at the latest versions.

only warlocks can reduce the cooldown time a little (1.0 sec from 1.5)if specced on affliction spec

so the answer is NO! :D
