in server.propeties put this :

# Bind ip of the gameserver, use * to bind on all available IPs
GameserverHostname=*
GameserverPort=7777

# This is transmitted to the clients connecting from an external network, so it has to be a public IP or resolvable hostname
# If this ip is resolvable by Login just leave *
ExternalHostname= <- - - put here your no-ip adress

# This is transmitted to the client from the same network, so it has to be a local IP or resolvable hostname
# If this ip is resolvable by Login just leave *
InternalHostname= < - - - put here your internal ip from cmd

# The Loginserver host and port
LoginPort=9014
LoginHost=127.0.0.1

in loginserver.propeties put this :

# This is transmitted to the clients connecting from an external network, so it has to be a public IP or resolvable hostname
ExternalHostname= < - - - put here your no-ip adress

# This is transmitted to the client from the same network, so it has to be a local IP or resolvable hostname
InternalHostname= <- - - put here your internal ip from cmd

# Bind ip of the LoginServer, use * to bind on all available IPs
LoginserverHostname=*
LoginserverPort=2106

# The address on which login will listen for GameServers, use * to bind on all available IPs
LoginHostname=*

# The port on which login will listen for GameServers
LoginPort=9014

*Open l2.ini and find this line "ServerAddr=" and put in it your no-ip adress*

Important :

1. Open ports (7777, 9014 and 2106), also you can change port 7777 on 7778 .

2. Turn off router, pc and antivirus firewall .

3. If step 1 / 2 dont help you have a problem with your os .

Success: I can see your service on 80.200.54.120 on port (2106)

Your ISP is not blocking port 2106
