ALthough it is only my opinion the server (50x) is going to be online soon. But why don't you start the low rate while you are w8ing and who knows - it might outrun your expectations.

I would like to recommend this server to all players. If you prefer Interlude than any other chronicle, L2 Certus is the place where you should play. Because in my opinion you won't find better low rater Interlude server nowadays. Those guys from L2 Certus staff doing their job rly well.
