1st one: Is it share somewhere here (or if it fast, someone can code it now), restriction for archers/daggers to wear heavy armor

2nd one: I need to turn a fight zone into peace zone (elven fortress), how could i do it? I tried to follow one guide that is shared here but i could really understand it.
