My CPU is like this all the time, and i don't know how to fix it. Is there a way to fix it, or should i format?

check the cpu programs use, it says 99-100.

 

but it really lags when i'm opening anything, and it's not an 20th century pc

Open the case[kouti] and see if it's the same.

Leave the pc open with the case open.
