I change buff time and still have a problem

I changed buff time in -data-stats-skills xml files, the buffer which is with a server pack, buff time changed but the buffer that I downloaded from the internet didn't change..... anyone have any ideas why is this happening?

you devs are so..... i managed to solve it myself... my buffer was using clan hall buffs..., you can lock it mod
