notepad is only trve and kvlt web maker xD but belive me if you need to make something complicated you will need to use simething more for graphic with css it will be (imo) photoshop and GOlive from Adobe Suit and as for php/html/any other language you choose anything with tags creator will be good (for example ppEZhtml) or like takataka said if its in flash you'll need macromedia :P
