[REQUEST] Buffer that casts the skills

so i saw in many servers that when you click on the buff in the buffer the buffer casts the skill on you. does somebody know how to make that or to give me a link for a buffer that kind? (CT2.3) and i have a stupid question, how to make some mob to cast a skill to atack?

 

EDITED: ok, i found out how to make the monsters to cast skills. now im wondering only about the buffer

i would guess it would be around the same way, can you please tell use what you found for the mobs?
