I want to build a website for free like t35.com in which you upload your index files... but t35.com does not load I do not know why.. If you know any other website in this way please post..

Go here http://www.000webhost.com and you will create a new account, when you are in registation page you will put your own domain [(If you have)] or you can create your site with yourSITEname.net16.com  or yourSITEname.comlu.com and then after create your site they give you one username if you want to upload you own index or other files with SmartFTP or FileZilla. And if you need free domain go to http://www.dot.tk and make it :P
