NPC Sales Cat of Ivory Tower

I found a NPC name: Sales Cat of Ivory Tower and i see he sell all drops/spoils/mats/rec/etc if someone know where is NPC Location!! I found this NPC in database of BFDR but there no npc locations,can someone help me ???  :)

i think it doesnt exist..i dont have this name in my data base. maybe this is a gracia plus feature.
