after i ban the ip i must restart the server to be banned or the next time he log in he will be banned?

Next time he logs, he will be banned. But remember he can change his ip and go back to play your server ;S

When you ban his IP you have to restart your loginserver (not Gameserver) and then he will not be able to login with this IP.

if i restart the loginserver server will be online but noone will be able join right?

Can someone remind me how to ban an ip?

loginserver/banned_ip.cfg,and ofcourse if he doesnt have static ip,with a modem rr he will be able to log in again..
