Check oneos pack, you dont start from a level but theres an npc that sets your level automatically

oneo pack will help you...I am sure that start level 20 is a bit DIFFICULT to archieve...anyway GL ;)

If you want to change the lvl that you will start you must change java parameters and it is little boring and difficult if you dont know java

You can use the new packat L2Dot...L2Dot have the custom level system.And more...I advice you to try l2dot :)
