Monsters not aggroing or attacking

The server is working, can make charaters, run around, we've ran castle seiges and summoned end game bosses but the Mobs or Guards would not Phyiscally attack us but they could cast spells on us. They would follow us around but not attack unless it was magic attack. Help would be very Greatfull

same problem all Guards and Mercenary  In the castle not attack enemy anyone know how to fix it
