I don't think it has just stopped at 99% by your unluckiness, it's just premium limit thingy so you just won't download that file to the end. Try to use RapGet, I've got premium Rapidshare account and I'm using my RapGet and I'm pretty confident with it. I think it won't start the download when it reaches its limit, as your program did.

TrafficShare just reached 0gb(10+ users downloading simultaneously) and it happened when my downloadings were on 99% or 100%.
