ofcourse low rates, cuz there r less noobs, on high rate everybody can have lvl/gear in few hours, but on low rate u have to make some effort to have a good char so there are only good players who can come thru 1 year of grinding to have a good char

high is for newbs who wants to get everything fast and be the GOD...low rates is for more serious players..newbs don't last there even a month..
