Help Cant open server backup

i try reborn my old pvp interlude server but i cant install my backup on my navicat DB someone can help me or tell me why i get this error please

Fix your permissions (assuming you're using Windows).

Open the MySQL terminal.

 

Type the following:
 

GRANT ALL PRIVILEGES ON *.* TO 'root'@'localhost';
FLUSH PRIVILEGES;

P.S.: You could also do it from Navicat's User manager.
