EN transfer rates and difference with paypal

How is it possible for paypal to keep a difference from transfering rate when someone is transfering cash from external service to his/her CC or BA??? Example, my wife yesterday did a transfering request of 38,50 € and today i see the notification from my smartphone's bank app that paypal keep 4 euros for this transfering... any solution to fix that? may i need to contact with paypal team about it?

Pointless to call them they wont do anything when i transfer money from paypal to euro bank it keeps 0 fee

Why they do keep so much fee when someone is transfering from 1 account to other account any amount? even tik tok that you're getting paid with "tap the screen" game if we're gonna get 50 euros we will have 46 euros in cc.... since when the fees are getting so high?
