Im looking to add things like this effect   but i could not fined them anywhere no ids or anything so any info would be appreciated

Currently using Freya client, And i was thinking like an NPC where i can spawn it in a position i like

Check the ID's 18678, 18679, 18680, 18681, 18682, 18683. I think its the same id's with final gracia!

As @B0nd already wrote try checking the ID. Spawn on the map like a normal monster.
There are a limited number of such NPCs, but I think that this is enough for you ( according by your first screenshot ).
