What are you looking for? A low rate or a mid rate server ? 

 

From low rates there are https://l2classic.club/ and https://mmoway.com/ , both are x3 but run on different chronicles. Mmoway  is 1.5 and l2classic.club at 2.0 zaken patch. You can find more information on their sites , both servers are populated and mmoway started recently so you will be able to party with low level people.
