Request Help and Infos about opening a server

Hello MaxCheaters !!

I've been playing lineage 2 since 2007..I stopped in 2012 and now i started again with some friends..
We 've found some servers but most of them are shiits without intersting pvp or at least a respectful balance..
We cant find the servers that ;ve played in the past ..
So we are thinking about opening  a server..
We want to open an interlude server pvp with stuck augments and 1 custom armor/wep..

What i need from you is info on how to do it...where to buy it..
I need to find a developer ? or what? 
We need help in creating the server,a respectful site etc..
About money.. As I said.. WE are 3 and we have a good budget I believe..
