From what you understand from this is that the glow is a simple 2-side texture which as in all 3D programs and game engines once the plane is rotated at sides its almost invisible. This is why when in UnrealEngine we want to create some ground plant we make multiple planes and rotate them so no matter which side camera see there is always a plane there. In L2 case the glow is just 1 plane so u can see it from the side views of character cause is the front and back view of the plane.

 

 

 

You're close but this does not explain the reason why on older clients it seems way smoother, and also the inventory preview is different if you saw the 4th pic

The problem is with the red glow not the particles, and my point is that it looks far more solid/better in Interlude for example

Did u try changing your graphic settings? I mean they improved their shaders from time to time.
