Edit/add New Npc/monster Into Lineage2

I'm newbie with L2 in the term of development.

I really want to add new NPC/item to game , like new monster( pikachu) with animation and new armor("Sailormoon clothes")...But i don't know  how.

I want  it  to be animal/ human with its animations. 

Please help me.

At least, give me a hint.
