Well depends on what you want to develop and for which platform.

But generally if you want to learn use Linux.

Otherwise just w8 for windows 10.

Im going to buy a new computer and I will have a free upgrade to windows 10 if I buy windows 8... So im going to buy windows 8

The OS is not really relevant in this case. Depending what you want to develop, you`ll only need good CPU/RAM/GPU and a fast HDD/SSD.

I believe you can also get WIndows10 free with Windows 7 as well as 8 and 8.1

How many players can this machine afford for a server ( I know that internet connection speed has a role to play)

Depends on what "Core" you'll be using. Clean without heavy custom mods, you can get a pretty decent number.

For developement purposes, no matter AT ALL.

Got to disagree.. if you wish to create a .Net framework appi you have to use windows..

At least till microsoft release the new core of .Net for all the platforms..(as far as i know that will be released after windows 10)

It's an L2 developing section, so we are talking about l2j, at least we are supposed to. So, the answer is..
