Help General Info

Hello guys.. I ve got 2 questions.. If someone answers me even one of these 2 , i would appreciate it .. 

 

1 ) How can i prevent GMs in my server from using all of GM Commands.. For instance , i want to let them use only //ban , //recall , //goto , //jail..Not enchant, not able to buy whatever they want , not edit stats, not skills etc

 

2 ) I have found in my configs for exampe Enchant rates or PvP Reward ... If i edit anything from configs , do i have to edit anything else like in navicat or something in order to apply these??
