Is there any way to track someone's Cell phone to see where exactly is the victim?

You can't track a phone unless it's has been stolen and it has anti-theft feature on.

It could be done if victim's phone have gps.. so someone can write an application that sends the current location to another application that works with a map. You know that the price will be very expensive.. :lol:

Google Latitude was something that triangulates the mobile signal to real position, but it was retired in 2013.

We just need the number and the cellphone to have internet.We will send an message and when the victim will open it then boom.

Of course is not a easy job or few money.

30-50% before job and 50% after job.I think is fair.
