Well I guess you could get the person who dealt the most damage, and give the kill to that person. It won't be hard to code.

L2Off\Retail has always had it - based on damage dealt to active hp FYI.

 

Locking drops only only to party\player with most contribution.

I think he means that no one can hit his already hitted mob he doesn't seek drop or exp Anti.
