There's a message on the client, atm, that says "Ranked games have been disabled while we prepare for the rollout of the 2014 ranked season" and links to this post.

 

Edit: According to this reddit post, ranked games will be back at 1:00 CET (2:00 Greek time)

Yes,and you should duo queue with a good friend of yours cuz they will have a big impact on your climb to the top. :)

Playing duo is not a good idea, unless you wanna play bot, in my opinion. Duo mates usually get 4th and 5th pick, which means that they don't easily get what they want to play.
