Anivia

 

• Basic attack missile speed increased to 1400 from 1100.

• Crystallize ( W ) mana cost reduced to 70 at all ranks from 70/90/110/130/150.

• Flash Frost ( Q ) mana cost reduced to 80/90/100/110/120 from 80/120/140/160.

 

 Kassadin

 

• Null Sphere ( Q ) damage lowered to 80/100/120/140/160 from 80/115/150/185/220.

• Nether Blade ( W ): Passive now deals 30/45/60/75/90(0.4 AP) magic damage.

• Nether Blade ( W ): Cooldown reduced to 9/8/7/6/5 from 12 at all ranks.

• Nether Blade ( W ): Active now reads "Kassadin charges his Nether Blade for his next attack, doubling it's passive damage to 60/90/120/150/180 (+.8 ) and restoring 20/25/30/35/40 mana. Mana restore triples to 60/75/90/105/120 againt champions.

• Nether Blade ( W ): Mana cost reduced to 0 from 25 at all ranks..

• Force Pulse (E): Damage lowered to 80/110/140/170/200 from 80/130/180/230/280.

 

 Olaf

 

• Undertow (Q) slow reduced to 29/33/37/41/45 from 35/40/45/50/55.

• Now has a 10% CDR instead of 20.

• Monsoon ®: Now heals 100/150/200 per second for 4 seconds (instead of 70/110/150).

• Monsoon ®: AP ratio increased from 0.35 to 0.6.

 

 Pantheon

 

• Aegis of Zeonia (W): Can now hit the minions and the monsters.

• No longer grants 14 health regen and 7 mana regen.

Feature Speculations

 

 

Gangplank

 

We found Gangplank's lane dominance and global presence a bit overwhelming for newer placers to lane against, this is especially so with his global presence making it hard for the enemy team to take objectives even if he was absent, so we've made some adjustments to these issues to add more counterplay in specific matchups while also improving Gangplank's Game Flow.

 

 

Q - Parrrley

No longer grants bonus gold on last hit.

No longer applies Grog-Soaked Blade

Can no longer critical (Still applies on-hit effects)

Mana cost now 55 (Down from 50/55/60/65/70)

 

R - Cannon Barrage

No longer global (Range is now 5000)

Now scales with AD (0.01 AD Ratio, down from 20% AP Ratio)

No longer deals damage to monsters.

 

 

Urgot

 

We feel Urgot is in a good spot right now, but we've found that it can be very frustrating to play against him due to his ability to lock-on to a target, providing no chance for counterplay. We've ironed out some of these issues to improve his overall Game Flow.

 

Q - Acid Hunter

Can no longer target players beyond it's normal maximum range.

Now also scales with AP (15% AP Ratio)

No longer interacts with Terror Capacitor.

 

General

Urgot's movement speed increased from 335 to 340

 

 

Rammus

 

Rammus has traditionally been one of the premiere tanks of the League. We want him to retain that feeling without making opposing players as if his disabling power is impossible to counterplay against. This led us to decrease the duration of his taunt, but we want to shift more power into the rest of his kit to compensate to improve his Game Flow.

 

Q - Power Ball

No longer scales with AP

Damage now scales with armor (10% armor ratio)

Overall movement speed bonus decreased by 25%

Mana cost reduced to 75 from 70/80/90/100/110

Cooldown increased to 15 seconds from 10.

 

 

W - Defensive Ball Curl

Now makes Rammus look 13% rounder.

 

 

Graves

 

Marksmen are a difficult bunch, fragile early and powerful late. This is the balance we have strived for, but Graves has been making our struggle seem brobdingnagian. His ability to bully enemy marksmen and scale efficiently into late game while providing high utility was not intended. So we're adjusting some of his values during the preseason to increase his AoE presence while improving his overall Game Flow. 

 

 

W - Smoke Bomb

No longer applies a slow.

Duration decreased to 3 seconds (from 4).

Now scales with AD (0.1 AD Ratio).

 

True Grit (Passive)

Adjusted scaling so it starts at 0.5 Armor/Magic Resist per second and reaches it's current maximum value at level 16.

Now gives Graves a more visible aura when at max stacks to allow for counterplay.

 

 

Kassadin

 

Kassadin has been giving us trouble, so we are fixing a couple of things that will lead to improved Game Flow.

Hard to believe they're even considering of nerfing Rammus, Urgot and Gankplank.

Well source of the things regarding the 1 part is this:http://www.eclypsia.com/en/lol/news-5834.html They 're taking place on PBE so we can expect most them if not all on the live servers as well.

 

Now considering the part involving Gp/Rammus/Urgot/Graves these are just speculations from the official forums but usually speculations have a small degree of accuracy so i wouldn't be surprised in seeing these changes applied on the PBE server.

 

Finally about the Riven nerf...it's actually a minor buff(already taking place) rather than a nerf as you will guys find out for yourselfs(source:http://www.reignofgaming.net/news/26831-unofficial-pbe-patch-notes-for-12-18-2013-new):

Base damage is now 51 (down from 54 compared to last PBE patch)
Damage per level is now 3 (up from 2.75 compared to last PBE patch)

Broken Wings [ Q ] - 3rd Use: Now deals 10/30/50/70/90 damage (down from 30/55/80/105/130 compared to last PBE patch)
Broken Wings [ Q ] - All three uses now scale with 0.4 TOTAL AD (changed from 0.7 BONUS AD )
 
Valor [ E ] - Damage blocking duration is now 1.5 seconds (down from 2.5 compared to last PBE patch)

    • yeah ok, if you say what is fuctional 100% i can't say something different 😛  but if someone find hard to compile it or get vs and all that things i have here one more simple way here to put overlay in your own server or to change your window name with few money.
    • I've been using this for 2 years now with no issues from Discord. I don't use ogg.dll either. This one works with any l2.exe too; I don’t see any difference between them.
    • hmm.. ok i just see that, is different code first of all. My sources is totally different based in other way, with else libraries.  I have access to modify everything even to make the clock to stop show how many time users play in server. 1) so maybe keep some personal info more hide. 2) i dont use ogg.dll 3) i create it and give it ready + support to install it. Plus what is mine can working with what ever .exe you want not just l2 with same simple method. And i am sure if you try this source to compile it, after 3 hours discord will like shadowban your API too thats my source
