Hello. On many servers i had hero but i have never ever know how to make this big flash, to see what i mean look for example at the end of video:

it's when u become hero from olympiad (manual) or if you are online when new heroes comes.

its social Action and id is 20016, however i cannot find it in l2jserver h5 somehow :O so i may be wrong :)
