Basically, what is that blue line?

It's a guide line he uses for his own purposes, such as centering render,etc.

You can find it at View> New Guide, or just CTRL + R and bring ur own line from vertical or horizontal ruler.

 

Edit: The guide lines can only be viewed on PSD files, not on JPG/PNG/ETC formats.
