Check if your npcdata have been updated, for example Gremlin exp in x1 is 29; check if the new npcdata is changed,take care about to use the OLD npcdata.txt, make sure you are using the New generated npcdata.

Btw, you can to change rates also in l2server.ini, at the end of the config, But if you want to change the ammount, etc. use Rater.
