Do as they said. After all you agreed to all the terms they set when you created your account there. PayPal has always a reason for anything they ask for. I had my (Business) account limited till now 5 times. Every time there was a very serious reason for it. If you don't understand it, I suggest you review the reasons why you used PayPal in the first place then try using something else.

 

If they ask for credit card, then you should try to read more of their message where I am highly positive that all the reasons are cleared.
