Yes it can, you may try using Epilogue login server and mod it to accept Gracia Final revision.

made new hexid with the login form of epiloque for the second server the game port changed **** more?

Pretty much all loginservers are almost the same.

You will need just to register a new gameserver on the loginserver then make a game with the gameserver Example: gameserver2

put the hexid in the configs and change on the server.properties the port 7777 to 7778 or 7779 your choice.
