For HTMLs use UTF-8 encode and place them withing the other HTMLs with the ISO 639-1 Code attached like 38020-ru.html

 

For system messages you could try using (Freya+ only) the system with XMLs:

data/lang/ru/SystemMessageLocalisation.xml

 

Also UTF-8 is mandatory.
