Idk which PV You are using, but it works for me perfectly, so maybe try to download new PV.

Well just press first the l2.exe w/o having panviewer opened. Once you are on the login screen window press options. You may disable the music there. So disable it and press l2_test.exe or l2dk.exe depends what's the panviewers name.
