st.getPlayer () refers to the player which got the quest. Change for npc.

 

Could you explain a little better and excuse the ignorance

st.getPlayer (). useMagic => npc.useMagic

 

Btw I don't think useMagic is fine for casting on another target, try doCast (I'm lazy to open Eclipse atm).
