I can't understand you, I think so are ya talking about html. Check data/html/admin/enchant.htm .

When you came to enchant NPC, for example id 30850, and there is a button for enchant skills,and when I press it, it open skill menu(For enchant)

 

If you see it in skill_enchant.htm there are lines
