Most of antivirus quarantine this file cause it's connected with sh1ts like malwares, trojans etc.So just watch at your antivirus if this file is quarantined.

look mate i have the same problem and i solve it..look if u download the tmp file u tell previously go and paste it to programdata file inside..and then go try run l2..work 100%..i am sure that u delete this file :D
