How to fix this?

It generally isnt a problem,it only looks bad -.-

Icons are missing etc. It happened yesterday,and i rebooted my PC and its still like that.

 

Ps: Iv tried uninstalling programs,then reinstall,iv tried to change icons but still nothing.

 

Any solution?
