Is Xin Zhao considered a decent/strong pick at this time?Can he carry like Lee/Vi?

I usually do fine with him, but that's possibly cause he was one of my most played junglers in S3. I don't think that he's at the same spot as Lee and Vi.

No idea why anyone would pick Talon when he can pick Kha Zix, who's not often banned at mid/low elo I guess.
