Did you try it for yourself? Maybe the player who reported this was lower than 75 lvl and could not add any sbclass. There are many noobs that give fake reports.^^ Btw,if genoxide is yours,it has a cool subclass exploit ;p

Are you sure you added the weapon to the right npc? Did you check if the weapon is compatible?
