First of all can u explain me what is this [important] in your title? Maybe its important for you, but not for me, since you don't even respect simple rules, which may help us to help you, like basic informations etc. Also check error log, there are lines which you should check (in source)

As eKo said, use simple php script to connect with your db i take info about top. You don't need any program, and C++, any VB.
