well thats what you need 1) static ip for online server(if its public if its private for cms or whatever its ok you just give ip everytime!) 2) go to tools at steam and download and install HLDS 3) open ports and ENJOY. for the war mode i dont know exactly!

there are more than 1 tutorials on how to create a Counter Strike server and there is also a preety nice guide on how to instal War mode! /lock topic!
