Noone can tell you tha rate..Ask the Admin/GM or a player who knows exactly the rate (top donator etc.) usually they know a lot of things about the server :P

It 's Hellbound client @Topic l2Elixir is so anti-hack protected and noone can use any program on the server...I know that because I knew a GM ;) As bluevayero says:
