l2testauthd.lineage2.com is using when your client is a test one. Its just because your hosts file depends on your l2.ini. IF you change l2.ini with an IP, not l2authd.lineage2.com, hosts file is useless.

In the hosts file, you should put your local IP, not the NO-IP one. ex. 192.168.1.101 l2authd.lineage2.com or 127.0.0.1 l2authd.lineage2.com

The server machine is not bought from a Dedicated Server Company, but its still dedicated, as it won't be shared with any other user, and Java and MYSQL will use the entire server.
