Go into character_teblates on your DB and you will see DEX, CON etc, change them to your wish. P.S: You dont need to change them all just change the base classes.

altnospawns=True Option somewhere in the configs.

I remember there was an option in the configs of l2emu to change the starting spawn of the players, if not then go into your database find character_teblates and change the x, y, z to the destination you want.
